(born on 14 January 1948, Ploieşti).

Holds a Ph.D. in history (1983). Since 2000, he has been the director of the Institute for Political Studies of Defense and Military History (within the Ministry of Defense). In 2005, he was also appointed director of the “Elie Wiesel” Institute for the Study of Holocaust in Romania. Mihail E. Ionescu boasts a vast research activity in the field of military history and international relations. He has published more than 20 monographs and an impressive number of specialized studies and papers both at home and abroad.
He became actively involved in developing international projects on issues related to the Cold War and the role played by communist Romania at the time. Thus, mention should be made of the Parallel History Project on NATO and Warsaw Pact and the Military History Group within the PfP Consortium.
In 2004, Mihail E. Ionescu published, along with professor Dennis Deletant, an exhaustive paper on the role played by Romania in the context of the Warsaw Pact (1955-1989), including a collection of relevant documents, declassified by the Central Historical National Archives and the Military Archives.
Another priority research topic refers to security in the Black Sea area. Since 2006, he has been co-chairman of the Working Group on Regional Security in the Wider Black Sea Area within the PfP Consortium.
